We Need Your Input!
As we look ahead to the 2027 legislative session and prepare for the work of the Agricultural Promotion and Regulation Task Force established under House Bill 1003, I want to ensure our members are fully informed and engaged. If you missed the discussion during session, HB 1003 originally proposed moving OISC to ISDA, combining the Indiana Pesticide Review Board and the Invasive Species Council, and repealing both the Indiana Fertilizer Advisory Board and the Seed Arbitration Council. Through the efforts of ACI and many partner organizations, we were successful in shifting these conversations to the newly created task force, which will meet four times between spring and fall of 2026.

To prepare for this work, ACI invites you to participate in a series of ACI working groups designed to gather member input, identify priorities and ensure our organization is ready to provide thoughtful, well supported feedback to the task force.

The task force is composed of 11 voting members: two members of the Senate, two members of the House, the dean of the Purdue University School of Agriculture, the dean of the Purdue College of Veterinary Medicine and eight members appointed by the Governor representing the Indiana Farm Bureau, the Agribusiness Council of Indiana, poultry production, dairying, swine production, beef type cattle production, corn production and soybean production. In addition, there are two nonvoting members, the Director of ISDA and the Governor’s senior policy advisor.

Although ACI has only one voting seat on the Agricultural Promotion and Regulation Task Force, our goal is for that representative to carry the collective knowledge, concerns and ideas of every ACI member. Your participation in these working groups is essential to shaping a unified, well informed position on the issues that will influence Indiana agriculture for years to come. 

All sessions will be held in the ACI Conference Room at 8545 Keystone Crossing, with a Zoom option available.

ACI Sector Working Groups
These sessions will focus on the four sector areas that may be impacted by the recommendations of the task force.

April 24
9 a.m. – Noon - Fertilizer Sector
Noon – 1 p.m. - Joint Lunch
1 – 4 p.m. - Ag Chem Sector

April 29
9 a.m. – Noon -  Seed Sector
Noon – 1 p.m. - Joint Lunch
1 – 4 p.m. -  Feed Sector 

These discussions will help us prepare for the task force’s work, which includes evaluating the structure and role of ISDA, reviewing agricultural boards and commissions, identifying regulatory gaps or overlaps and assessing future challenges and opportunities for Indiana agriculture. The task force must meet at least four times and submit its recommendations to the legislative council by November 1, 2026.

At this time, we have scheduled one round of meetings to gather input. Additional sessions will be added as needed once the Agricultural Promotion and Regulation Task Force begins its work.

Why Your Participation Matters
HB 1003 directs the task force to request information and testimony from agricultural associations, organizations, and businesses. ACI intends to be a strong, coordinated voice in that process. Your insights will help us:

  • Identify sector‑specific challenges and opportunities.
  • Evaluate potential impacts of structural or regulatory changes.
  • Prepare data, examples, and recommendations for the task force.
  • Ensure our single representative is equipped to speak for the entire membership.

Your engagement will directly shape ACI’s position and influence the recommendations that ultimately reach the legislative council.

Grain Buyers Workshop
In addition to HB 1003 work, we are also anticipating legislation for the grain law in the 2027 session and would like to hear from members so we are prepared to join these conversations.  During this session we will review the current grain law, consider necessary changes and funding options for IGBWLA. Indiana Grain Buyers & Warehouse Licensing Agency (IGBWLA) joins for one hour at the end to address questions that are generated during the discussion.
